If you have ever tried to run a training exercise with real situational-awareness tools, you know the tax. Stand up a TAK server. Provision the kit. Configure the certificates. Get everyone connected and green. All of that, for a scenario that might run two hours. Most small teams take one look at the setup-to-payoff ratio and quietly decide not to bother. They run the exercise on radios and imagination, and the participants never once touch the tools they would actually reach for in the real thing.
That is a miss, and it is a fixable one. We know because we hit the same wall. During training we found, over and over, that standing up TAK for an exercise was not worth the juice for the squeeze. So we stopped trying to and moved the whole thing onto phones. This is how you do the same.
The whole exercise runs on hardware you already have
The core idea is simple: everything a small exercise needs, a phone can be. No server rack, no laptops acting as infrastructure, no dedicated kit that lives in a case between events. Just the phones in the room, plus whatever radios or peripherals the scenario calls for.
Here is the shape of it.
One phone is the server
Instead of building out a TAK server, you turn a single Android phone into one. Our Edge TAK Server does exactly that: it runs a self-contained TAK server on the phone itself, hosts its own certificate authority, and serves everyone over the phone’s own hotspot. The host phone becomes the access point. Everyone else joins that Wi-Fi, scans a QR code, and their stock ATAK imports a full identity package and goes green in under a minute.
That is the entire backend for your exercise, sitting in someone’s pocket. Setup is measured in minutes, not in a pre-event work session. And because it is self-contained, you can run the whole thing in a field with no connectivity at all. The exercise does not depend on the venue having anything.
If your scenario is even smaller, you can skip the server entirely. Two or more phones on the same Wi-Fi or mesh already share situational awareness through ATAK’s stock multicast, with nothing in the middle. A server buys you reliability, reach, and targeted routing. It is not the price of admission.
One phone drives the scenario
An exercise is only as good as the picture the participants have to react to. This is usually where phones-only setups fall down, because someone has to be the opposing force on the map, and hand-placing markers in real time is clumsy and slow.
That is exactly what our MEAT tool exists to solve. It automatically places CoT markers onto the map, either from a prepared list or randomly, so the exercise controller can drive the entire scenario from a phone. Contacts appear where you scripted them. Objectives populate on cue. Injects land when you want them to, without a role-player crouched over a tablet trying to keep up. You build the scenario ahead of time, then run it like a director instead of scrambling to fake it live.
The result is that participants see a live, evolving common operating picture on a real map, and they practice reading and reacting to it using the actual software they would use for real. That is the whole point of a rehearsal.
Layer in the pieces the scenario needs
Once the map is live and the scenario is running, the rest of the toolkit slots in cleanly, because it all speaks the same language:
- Want a sensor feed in the exercise? A phone running our camera tool streams its view and drops a field-of-view cone on everyone’s map, so a “drone” or an “OP” is a real video icon participants can tap, not a line in a script.
- Want to rehearse operating in a degraded environment? Jam Alert lets you work through GPS jamming and spoofing detection as part of the scenario, so a GPS-denied inject is something the team actually practices, not something you announce.
- Want remote actions? The custom command channel that ties our tools together means one phone can trigger something on another across the exercise network, which is the same plumbing that drives real hardware downrange.
None of these require anything the exercise did not already have. They are apps and a phone.
A simple run of show
Here is a bare-bones sequence you can adapt.
- Pick a server phone. Start Edge TAK Server on it, bring up its hotspot. This is your backend for the day.
- Onboard everyone. Each participant joins the hotspot and scans the enrollment QR. Stock ATAK does the rest and they go green. Do this once, at the start, and you are done fiddling.
- Load the scenario. On the controller phone, prepare your MEAT marker set ahead of time: the contacts, objectives, and injects that make up the exercise, in the order and timing you want.
- Run it. Drive the scenario from the controller. Push injects on cue. Add a camera feed or a jamming inject when the plan calls for it. Participants react to a live picture in real time.
- Debrief off the real picture. Because everything happened as CoT on a shared map, you have an honest record of what the common operating picture looked like at every moment, which is a far better debrief than “what did everyone think was happening?”
That is a full-featured, tool-realistic exercise, and the heaviest thing you carried to it was a phone.
Why we built it this way
We did not set out to make training tools in the abstract. We built these because we kept watching capable teams skip situational-awareness rehearsal entirely, purely because the setup cost was higher than the exercise was worth. When the tool is too much trouble to stand up for a two-hour block, people train without it, and then they are learning it for the first time when it actually counts. That is the worst possible time.
Moving the whole thing onto phones changes the arithmetic. The setup is cheap enough that there is no excuse to skip it, so teams actually rehearse with the tools instead of around them. And a solo operator or a two-person detail can run a meaningful, map-driven exercise with nothing but the phones in their pockets.
